The Joint Oversight Mission (JOM) will provide the Programme’s management and its development partners (PacREF’s funding agencies – Asian Development Bank (ADB), Global Partnership for Education (GPE) and New Zealand Ministry of Foreign Affairs and Trade (NZ MFAT); the Grant Agent, ADB; the Coordinating Agency, NZ MFAT; the PacREF governance structure, represented by the Pacific Heads of Education Systems (PHES) Steering Committee (SC); and PacREF Programme management, represented by the PacREF Facilitating Unit (PFU) with the opportunity to jointly assess the PacREF Programme’s progress over 2021. It will also allow them to jointly assess ongoing challenges to implementation as well as to new and emerging issues.

Importantly, the 2022 JOM will provide an opportunity for the ADB, GPE and NZ MFAT to efficiently gather any necessary data to meet their internal programme reporting requirements, while also allowing those institutions to jointly discuss PacREF progress and planning and to find a common position on PacREF implementation, funds flow and forward planning that can help guide the Programme and its implementors.

The JOM will produce an Aide Memoire that will contain, at a minimum, a summary of the mission’s findings and recommendations for strengthening of the Programme.
